2¼ tsp active dry or instant yeast
2 tsp honey
4 cups all-purpose flour, spooned and leveled

1. Make the garlic-rosemary oil:
Warm 4 tbsp olive oil, garlic, and 1 tbsp rosemary over low heat for 60–90 seconds, until fragrant. Then, remove from the heat. Do not let the garlic brown.
2. Mix the dough:
Combine warm water, yeast, and honey in a large bowl. Let stand for 5 minutes. If using active dry yeast, it should look lightly foamy. Next, add flour, fine sea salt, garlic powder, and 2 tbsp olive oil. Stir until a sticky dough forms.
3. Fold the dough:
Cover and rest for 10 minutes. With a damp or oiled hand, stretch one side upward and fold it toward the center. Turn the bowl and repeat eight times. Then, rest for 10 minutes and repeat.
4. Let the dough rise:
Cover and let rise in a warm place for 60–90 minutes, until nearly doubled and bubbly. However, a cool kitchen may require more time.
5. Prepare the muffin pan:
Coat a 12-cup metal muffin pan with the remaining 3 tbsp olive oil, including the bottoms and sides.
6. Divide and proof:
Divide the dough among the cups with two oiled spoons. Cover loosely. Meanwhile, center an oven rack and preheat to 425°F. Let rise for 30–45 minutes, until puffy and near the rims.
7. Dimple and season:
