1 1/2 cups pearl couscous

2 1/4 cups low-sodium chicken or vegetable broth
2 garlic cloves, minced
3 tbsp unsalted butter, divided
1 tbsp extra-virgin olive oil
1 small shallot, finely chopped
1/4 tsp kosher salt, plus more to taste
1/4 tsp black pepper
2 tbsp finely chopped fresh parsley
1 tbsp finely chopped fresh chives
Lemon wedges, for serving
INSTRUCTIONS
1. Toast the couscous:
Melt 1 tbsp butter with the olive oil in a medium saucepan over medium heat. Add the shallot and cook for 2 minutes. Stir in the couscous and cook for 3 minutes, stirring often, until several pearls turn lightly golden. Add the garlic and cook for 30 seconds.
2. Simmer until tender:
Pour in the broth, salt, and black pepper. Bring to a boil, then reduce the heat to low. Cover and simmer for 10 to 12 minutes, stirring two or three times, until the couscous is tender with a gentle bite and a small amount of broth remains.
3. Make it creamy:
Remove the saucepan from the heat. Stir in the remaining 2 tbsp butter until melted. Then, add the Parmesan in two additions, stirring well after each, until smooth and creamy.
4. Add the lemon and herbs:
Stir in the lemon zest, lemon juice, parsley, and chives. Let the couscous rest for 2 minutes, then taste and adjust the salt or lemon juice.
5. Finish and serve:
Spoon into a serving bowl and serve warm with lemon wedges and additional Parmesan, if desired.
